US slaps sanction on HuJI, its chief Ilyas Kashmiri

News4u-News Desk- The US has declared Pakistan- based HuJI as a foreign terrorist organisation and slapped sanctions on its commander Mohammad Ilyas Kashmiri, believed to have been in close contact with LeT operative David Headley, for their terrorist activities in India and Pakistan.

HUJI and Kashmiri have been involved in a series of terrorist activities in India, including the attack on a mosque in Hyderabad in 2007 that killed 16 people and the March 2007 Varanasi terrorist attacks that killed at least 25 people and left another 100 injured.

His name also cropped in 26/11 attacks case and Kashmiri is believed to have been in close contact with David Headley, who has pleaded guilty to plotting the 26/11 attacks.

Simultaneously, the UN also announced similar sanctions against HUJI and Kashmiri at its headquarters in New York.

“Mohammad Ilyas Kashmiri is at the core of HUJI’s efforts to plan and carry out attacks against US forces and our allies. He is responsible for creating a cadre of militants to act on behalf of HUJI and al-Qaeda,” said Under Secretary for Terrorism and Financial Intelligence Stuart Levey.

“In acting together, the United States and United Nations are today taking another important step in combating the threat that al-Qaeda and its affiliated organizations pose to innocent people around the world,” Levey said in a statement.

Friday’s action against Kashmiri was taken pursuant to Executive Order 13224, which freezes any assets Kashmiri has under US jurisdiction and prohibits US persons from engaging in any transactions with him.

“The United Nations also took similar actions against HUJI and Mohammad Ilyas Kashmiri today,” the US Department of Treasury said in a statement.

As HUJI commander, Kashmiri provides support to al-Qaeida operations, including logistical support for al-Qaieda’s terrorist attacks, the Treasury said.

HUJI is also responsible for terrorist attacks in India, the Treasury said.

Kashmiri has supported attacks against Pakistani government personnel and facilities, including the 2009 attack against the offices of ISI and Pakistani police in Lahore that killed 23 people and left hundreds injured.

He directed the October 2008 assassination of the former commander of the Pakistani Special Services Group, General Amir Faisal Alvi, in retaliation for his role in the fight against militants in the Federally Administered Tribal Areas of Pakistan.

Kashmiri also led an al-Qaeida-linked cell in planning for the assassination of a Pakistani Army general, a plan that was eventually abandoned due to al-Qaeda’s strategic considerations, the Treasury said.

Since 2001, Kashmiri has led HUJI training camps that specialised in terrorist operations, military tactics, and cross-border operations, including a militant training center in Miram Shah, North Waziristan in the Federally Administered Tribal Areas of Pakistan.

In January 2009, a federal grand jury in the Northern District of Illinois indicted Kashmiri for terrorism-related offences in connection with a terrorist attack against the Jyllands-Posten newspaper in Denmark.

HUJI’s area of operation extends throughout South Asia, with its terrorist operations focused primarily in India and Pakistan.

HUJI’s relationship with al-Qaeida flourished after the Taliban’s rise in Afghanistan.

“It has provided fighters for the Taliban in Afghanistan and training of HUJI members in al-Qaeida training camps. HUJI has carried out a number of terrorist attacks. In March 2006, HUJI was responsible for the suicide bombing of the US Consulate in Karachi, Pakistan, which killed four people and injured 48 others,” the Treasury said.

No final action on Modi in July 3 meeting: Srinivasan

News4u, Sports Desk- (PTI) No final decision will be taken on Lalit Modi’s case in next week’s BCCI Special General Body Meeting, which will only decide whether to refer the suspended IPL Commissioner’s fate to the Disciplinary Committee, Board secretary N Srinivasan said.

Srinivasan said the SGM on Saturday would decide whether to approve his observation that Modi’s reply to the three show cause notices served on him mainly on charges of financial irregularities was “unacceptable”.

And if his observation is ratified, Srinivasan said, the SGM would reconstitute the Disciplinary Committee from which BCCI President Shashank Manohar has recused himself as requested by Modi.

“…there are two items (on agenda for the meeting), and one is to ratify the action of Secretary in referring this to the Disciplinary Committee. In which case we would re-constitute the disciplinary committee from which Mr Manohar recused himself,” Srinivasan said.

‘Brit bomb disposal chief quits amid Afghan worries’

News4u-News Desk-London, (AFP) The British army’s top bomb disposal officer has quit after expressing concern about the pressures on his team in Afghanistan, defence officials said.

Colonel Bob Seddon has handed in his resignation as principal ammunition technical officer of the Royal Logistics Corps and will leave the service in January, the Ministry of Defence said late Sunday.

It came after the officer said he was worried about the number of personnel available in Afghanistan to tackle the threat from Improvised Explosive Devices (IEDs) and the state of his men’s mental health.

Taliban insurgents plant the bombs to target foreign troops fighting them, and the devices are one of the greatest dangers faced by soldiers in the country.

“I am very concerned as their head of trade at the pressures that they are facing in Afghanistan,” Seddon told a BBC documentary being broadcast today.

Top army brass wants tenure extension for Kayani

News4u-News Desk-Pakistan Army commanders have developed a consensus that their chief, Gen Ashfaq Parvez Kayani, should remain in his post till the war on terror takes a decisive turn and the military’s achievements can be consolidated, according to a media report Monday.

The army’s top brass came to the conclusion during the Corps Commanders and Formation Commanders’ conference that concluded last week.

Kayani is set to retire on 28th November this year and political circles have been abuzz with speculation on whether thePakistan People’s Party-led government will grant him an extension.

However, Kayani “did not hint about his interest in staying in the office after completion of his tenure”, the report said.

The Prime Minister Yousuf Raza Gilani recently said his government will make a decision when the time comes.

Gen Tariq Majid, Chairman of the Joint Chiefs of Staff Committee who is set to retire on 7th October, is also “supportive” of Kayani continuing as the army chief until “the ongoing war (on terror) reaches a final stage”.

The army’s senior commanders appreciated the role played by Kayani in enhancing the “image of the armed forces ever since he assumed the office about 29 months ago”. They also appreciated the successes in the war against terrorists in a short span of time.

The daily quoted its sources as saying that the government is “working out a strategy to institutionalize the arrangement to provide the much-needed” extension for Kayani.

The sources said Prime Minister Gilani had not made up his mind about granting an extension to Kayani but “he is not averse to the idea as he disapproved of a statement made by his defence minister on the subject”.

Defence Minister Chaudhry Ahmed Mukhtar had said the government was not planning to grant an extension to Kayani and that the general had not sought one.

Seven lieutenant generals are set to retire during the last six months of this year, including five who will step down in October.

They are Syed Absar Hussain, Muhammad Asghar, Shahid Iqbal, Zahid Hussain Khan and Muhammad Mustafa Khan, Shahid Niaz and Muhammad Yusuf.

The daily quoted its sources as saying that Kayani might retain two lieutenant generals who have been assigned important responsibilities in the war on terror.

SC refuses urgent hearing to petition of Babulal Marandi

News4u-News Desk- The Supreme Court on Thursday refused to give urgent hearing to the petition filed by JVM chief Babulal Marandi seeking dismissal of Shibu Soren government for misusing Constitutional provision by occupying the post of Chief Minister without being elected to the state Assembly.

A vacation bench comprising Justices G S Singhvi and Chandramouli Prasad said that there was no urgency in the matter and it will be heard during the routine course.
Marandi, who was the first Chief Minister of Jharkhand after the state was carved out from Bihar, accused the JMM chief of misusing the special provision under Article 164 (4) of the Constitution.
Article 164 (4) enables an unelected person to become chief minister subject to the condition that he/she would get elected to the Assembly within six months.
The Jharkhand Vikas Morcha chief’s petition alleged that it was the third time that Soren took advantage of the Constitutional provision and has been unable to get himself elected to the House.
He had sought a direction for the Governor to restrain Soren to function as a full-fledged chief minister and from taking cabinet decisions on policy matters.
The petition said it has now become impossible for the JMM chief to get elected to the House as only 42 days are left for him to complete six months as Chief Minister since he was sworn in on 30th December, 2009, while the Election Commission takes around 47 days to complete the process of bye-election.
Besides the Governor, the petition has also named Soren one of the six respondents.

BJP agrees to JMM’s power rotation plan in Jharkhand

News4u-News Desk-BJP chief Nitin Gadkari will announce it formally soon. The party has agreed to the power rotation formula suggested by the JMM with Arjun Munda as the BJP’s chief ministerial candidate.

Preferring Munda over former finance minister Yashwant Sinha to head the coalition is being seen as a blow to the veteran leader. Sinha had almost revolted against Munda, when the latter was chief minister, and had charged him with slackness in dealing with the state’s affairs.

The high spirits that the BJP boasted of when Gadkari took over as its president, seem to have evaporated with the party ostensibly acting in desperation to ensure it becomes a part of the ruling coalition.

Although the old guard in the party had apparently given a free hand to Gadkari, BJP sources said accepting rotational formula and selecting Munda as the party’s nominee has not gone well with a sizable section. Many BJP leaders felt that it would put Soren in a position from where he might dictate terms.

The coalition arrangement has given Soren a clear advantage. First, the BJP would come in direct confrontation with the Centre on the issue of taking stern action against Maoists, which Soren was always opposed to. Soren’s opposition to any tough action against Maoists was also against the BJP thought on this issue. The BJP has to compromise here.

Since the BJP would be heading the government first, the other advantage to Soren is that he would be CM at the time of the next assembly election. Of course, if the coalition lasted its full term.

Hakimullah writes to Aafia’s sis; vows attack on US

News4u-News Desk-Islamabad, (PTI) Pakistani Taliban chief Hakimullah Mehsud has written a letter to the sister of Aafia Siddiqui, a Pakistani convicted for attempted murder by an American court, saying he would carry out a “memorable” attack against the US.

The Tehrik-e-Taliban Pakistan chief “threatened a memorable response against the United States” in the letter he wrote to Fouzia Siddiqui nearly two months ago, Dawn News channel reported.

On the basis of this letter, the channel contended that Hakimullah may have had a hand in the botched car bombing in New York City that resulted in the arrest of Pakistan-American Faisal Shahzad.

In the letter, Hakimullah declared the sister of the incarcerated Aafia Siddiqui as his own sister and assured her of all possible cooperation.

Threatening the US, he announced his intention to teach the country a “lesson”.
