Indefinite curfew imposed in major towns of Kashmir Valley

Indefinite curfew was clamped in all major towns of the Kashmir Valley Saturday in the wake of protests, even as the death toll in the violent clashes between locals and security forces rose to four.

There were also reports of sporadic protests in some parts of the Valley.

Two of the 70 people injured during protests Friday succumbed to injuries at a hospital this morning, a police spokesman said. The deceased have been identified as Mohammed Rafiq and 30-year-old Mohammed Siddiqui of Baramulla district.

Official sources that curfew has been imposed as a precautionary measure following the protests.

Police and paramilitary forces were deployed in all sensitive areas and the residents have been asked not to step out.

Curfew passes given to media persons have been cancelled, police said. This is the second time this month that curfew passes have been cancelled. On 6th July, curfew passes were cancelled when the army was deployed in the city.

Security forces on Friday opened fire to quell stone-pelting protesters who clashed with them at several places.

The mob had also ransacked a police station in Pattan besides a special operation group camp in the same area.

Shoukat Ahmad Chopan and Mohammad Ahsan Ganai were killed and seven others injured Saturday when security forces opened fire on a mob at Arampora village of Sopore, 55 kms from Srinagar in Baramulla district of north Kashmir.

People had taken to the streets shortly after Friday prayers and were heading towards Sopore town when the security forces intercepted them and asked them to disperse.

However, the protesters turned violent and indulged in stone—pelting on a CRPF picket. The security personnel opened fire, resulting in injuries to seven persons who were rushed to hospital. Chopan and Ganai succumbed to injuries at SMHS hospital in Srinagar.

Seven persons were also injured when police opened fire after a group of youths went on rampage and set ablaze a vehicle parked inside police station Pattan, 27 kms from Srinagar—Baramulla national highway, police said.

The clashes come nearly 10 days after a person was killed and another injured in police firing in self—defence on a mob which turned violent during funeral of youth who had drowned in Jhelum river in Baramulla district.

Condemning the killings, Opposition Peoples Democratic Party (PDP) had said Friday that such incidents were contributing to an “unprecedented worsening of situation“.

PDP general secretary Mohammad Dilawar Mir, in a statement accused the state administration of failing to perform its duty.

The state unit of CPI(M) also expressed grief and shock over the killings.

HM militant arrested in Kishtwar; Omar hopeful of Army withdrawl

News4u – News Desk : Terrorists gunned down a civilian in Doda district while security forces apprehended a militant of Hizbul Mujaheedin (HM) outfit in Kishtwar and recovered arms and ammunition from a militant hideout in Reasi district of the state, a police spokesman said in Jammu.

A group of unspecified number of HM terrorists barged into the house of one Riaz Ahmed at Gadori-Magota in Marmat, 185 kms from Jammu, last evening, he said.

After a brief argument the terrorists shot him dead and fled. In another incident, Rashtriya Rifle (RR) troops and police had a brief encounter with militants in forest area of Nagsani, 260 kms from Jammu, in Kishtwar district Saturday morning.

However, security forces apprehended one HM militant, identified as Mohammad Yusuf, after the encounter and recovered one AK-47 rifle, 25 rounds and two Chinese hand grenades from him.

Reports from Reasi district said that police busted a militant hideout and recovered a cache of arms from it in forest area of Narkote Dhara, about 95 kms from Jammu, last night, the spokesman said.

The recoveries included one rocket launcher, two UBGL launchers, 115 AK rounds, 232 Pika rounds, 4 AK magzines, One pistol magazine, six explosive packets, three hand grenades, one wireless set, two antennas, 160 pencil cells and some medicines, he added.

Omar hopeful of Army withdrawl

The army, which was deployed in certain parts of Srinagarfour days ago to assist the civil administration, may be withdrawn from the streets early next week, according to Jammu and Kashmir Chief Minister Omar Abdullah.
He told the state government was using the army in the “extreme periphery” and not more than six or eight columns of the army were used so far.
“So far they came out only on two days. The army did not come out yesterday. We deployed them twice. The first day we deployed them a little more than the second day. On the second day we deployed them near airport and on the foreshore road,” he said.
Conceding that it was the most difficult decision for him to seek the assistance of Army from the Centre, the 40-year-old Chief Minister, the youngest in the country to occupy the post, said that it was one decision that he would not like to repeat in his term in the office.
Asked when his government would consider withdrawing the Army, which was called out on Tuesday night after escalation in violence in the valley, Abdullah said that it would be done when the government has that level of confidence.

“The situation is being monitored on a daily basis. We will consider that option after July 13 and take a decision,” he said in a reference to the observance of Martyrs’ Day which is commemorated in memory of those who died fighting the Dogra rule.

Farooq Abdullah meets Chidambaram

Union Minister Farooq Abdullah on Saturday met Home Minister P Chidambaram and discussed the prevailing situation in theKashmir Valley.

Abdullah, a former Chief Minister of Jammu and Kashmir, and patron of the ruling National Conference in the state, discussed with Chidambaram the steps being taken by the Centre and state government to bring back normalcy in the state.

Barring Sopore and Pulwama, curfew was lifted temporarily in the Kashmir Valley to allow people to offer prayers at the Hazratbal shrine in Srinagar on Friday night.

Curfew was clamped on Tuesday and army moved in to assist the civil administration in maintaining law and order after violent protests shook the valley.

Omar has convened an all-party meeting in Srinagar on Monday to discuss the present situation.

Curfew eased in Srinagar for prayers

Curfew was lifted temporarily in Srinagar on Friday for prayers at local mosques as 30 persons including 23 security personnel were injured when mobs pelted stones in two incidents in South Kashmir.

After a high-level meeting in Srinagar on Friday presided over by Chief Minister Omar Abdullah, it was decided that the four-day-old curfew restrictions will be eased from 8 P.M. onwards to enable people offer special prayers overnight at the Hazratbal shrine for Shab-e-Mehraj, an important occasion on the religious calendar here.

Simultaneously, Jammu and Kashmir police cracked down on stone pelters during the night and today as well and arrested nearly two dozen people which included Mehraj-ud-din Bhat, Mohammed Ashraf Laya and Yusuf Mujahid — all activists of Hurriyat Conference faction led by hardliner Syed Ali Shah Geelani.

The three were charged with instigating mobs to turn violent.

Announcements were made locally by the police informing people that they can go for Friday prayers. This period passed off peacefully without any trouble in the city.

However, there were sporadic clashes in Tregham in Kupwara, old Baramulla town and in Dalgate which was brought under control by a mild cane-charging by the police.

The authorities, however, lifted restrictions on the movement of media persons in the wake of curfew in Srinagar and certain other parts of the valley and issued fresh curfew passes to them.

Media persons can perform their official duties, an official spokesman said.
Newspapers failed to hit the stands for the second day on Friday in the Valley in the wake of the restrictions.

Official spokesman said there was no gag order on the media but “we were only enforcing the curfew strictly”.

The last time the newspapers did not come out was in 2008 at the height of the Amarnath land agitation. Publication of dailies at that time was suspended for four days.

Newspaper publication had also remained suspended for 40 days during elections in 1996.

Army, which had staged flag marches in Srinagar, did not repeat the exercise on Friday morning.

The district administration asked the Army to remain on stand by for deployment in case of an emergency.

The authorities were working on plans to give relaxation in curfew to allow people to offer prayers at Hazratbal during the night on the occasion of Shab-e-Mehraj.

Chief Minister Omar Abdullah held a meeting of senior police officials and bureaucrats and was closeted with senior ministers of his cabinet to take stock of the situation.

He discussed further easing of curfew restrictions in view of Shab-e-Mehraj, a religious function.

Omar has also convened an all-party meeting in Srinagar on Monday to discuss the present situation.

Suspected Lashkar-e-Taiba Militants hurled three grenades at a police convoy in the outskirts of Sopore city, 54 kms fromSrinagar in the wee hours on Friday, official sources said.

The grenades were followed by heavy firing which was retaliated by the security personnel. No one was injured, police said.

The second incident involved firing at around 0130 hours at the main crossing of Sopore city, which left a jawan of Indian Reserve Battalion injured.

The third incident took place on Sopore-Baramulla road at 0230 hours when militants fired at police vehicles, leaving one of the police drivers injured, police said.

Additional paramilitary forces comprising eight companies (800 personnel) sought by the state arrived on Thursday evening and were immediately deployed in troubled areas of the Valley.

Amid intercepts suggesting involvement of hardline separatists in engineering some of the violence in the Valley, the state government carried out massive raids during the night and arrested a dozen people including Shabir Ahmed Wani, district president of Hurriyat Conference led by pro-Pakistan separatist Syed Ali Shah Geelani.

The Chief Minister while admitting that recent developments in the Valley had dented his government’s credibility, however, dismissed suggestion that the situation was out of control.

“Perhaps some of my so-called friends might have thought that I would run away and leave the field for them to take advantage. But I am not a weak person. I am here to deliver and would do my best,” the Chief Minister asserted in an interview.

In New Delhi, Home Minister P Chidambaram briefed top Congress leaders on the situation in the Valley.

The hour-long meeting of the Congress Core Group chaired by party President Sonia Gandhi discussed the issue in detail as the party had expressed concern over the developments.

Apart from Gandhi, all other members of the Core Group including Prime Minister Manmohan Singh, Finance Minister Pranab Mukherjee, Chidambaram and political secretary to the Congress President Ahmed Patel attended the meeting, party sources said.

Entire Srinagar district under curfew ahead of proposed march

News4u – News Desk : Sensing trouble ahead of a proposed march by separatists, authorities on Friday brought the entire Srinagar district under curfew even as they gave no relaxation in curfew-hit areas of south Kashmir.

With overnight protests in the city and an abortive attempt by activists of a woman separatist outfit to take out a march to Pather Masjid in defiance of curfew on Thursday,  District Magistrate,Srinagar, Mehraj Ahmad Kakroo announced imposition of curfew in the entire Srinagar district Friday morning in a television address.
Curfew was imposed in seven police station areas of old city on 28th June  following violent protests over the killing of youths in alleged firing by security forces.
The step to extend curfew was taken ahead of the separatists’ plan to organise a march to Eidgah martyrs’ graveyard, police said.

The march call has been given by hardline faction of Hurriyat Conference headed by jailed leader Syed Ali Shah Geelani.

There was no relaxation in curfew in Sopore, Baramulla, Mattan, Bijbehara, Dooru, Kokernag, Achhabal in Anantnag, Qaimoh in Kulgam and Pulwama districts of south Kashmir.

In Srinagar, additional contingents of police and paramilitary forces have been deployed to strictly enforce the curfew.

The Eidgah ground has been sealed by police and paramilitary forces with barbed wires.

Armoured vehicles have been placed around it to prevent people from assembling there.

Meanwhile, life remained crippled for the seventh successive day in Kashmir Valley due to the curfew restrictions and strike called by separatists since 26th June.
Government offices, educational institutions, banks, semi government offices, shops and business markets remained closed and transport, both public and private, off the roads.

Night curfew extended in Bangkok

News4u-News Desk-Bangkok, The Thai capital, along with 23 other provinces in northeast and north Thailand would remain under night curfew for three more days as authorities said they were still trying to contain the violence and arson which broke out after the end of the over two-month-long anti-government protest here yesterday.

State medical authorities said 13 people were killed in the violence yesterday, including a foreign journalist.

At its latest televised briefing around noon today, the Centre for the Resolution of the Emergency Situation (CRES) said nine bodies were found in the Pathum Wanaram Buddhist Temple near the main protest site of Rathaprasong in central Bangkok.

CRES spokesman Colonel Sansern Kaewkamnerd said the victims were found after a night-long gunfight between state security forces and armed men inside the temple complex which is situated in the central Bangkok’s upscale shopping district.

Bangkok and the other provinces would remain under curfew from 9 pm to 5 am (local time) till Saturday. Travellers taking flights and trains during the curfew period were advised to carry passports, identification documents and tickets with them to show at the security check points.

Authorities blamed ‘terrorists’ for the arson and violence which broke out yesterday evening with over 20 buildings being set alight in the capital city. These include two upscale shopping malls, a historic cinema hall, several banks, 24-hour convenience stores and the office of the electricity authority.

Incidents of arson were also reported from several northern and northeastern provinces which are strongholds of the anti-government United Front for Democracy Against Dictatorship (UDD) movement.

Over 60 people have been killed and nearly 2,000 injured since early April in violence linked to the UDD protest which began in mid-March in Bangkok.

Thailand clamps night curfew in 23 provinces

News4u-News Desk-Thailand on Wednesday clamped night time curfew in capital Bangkok and 23 other provinces as the Army stormed a barricaded protest camp of the Red Shirts, with the protesters setting fire to around 20 buildings.

Earlier, downtown Bangkok became a raging battleground on Wednesday as the army stormed a barricaded protest camp and the Red Shirt leadership surrendered, enraging demonstrators who fire grenades and set fires that cloaked the skyline in a black haze.
Rioters set fires at the Thai stock exchange, several banks, the headquarters of the Metropolitan Electricity Authority, the high-end Central World shopping mall and a cinema complex that collapsed.

Five people were killed on Wednesday, including an Italian journalist in the army crackdown, taking the toll to 60 in the recent anti-government protest.

Three other foreign journalists and scores of Thais were wounded in the violence.

All Indian nationals in the country are reportedly safe.Bangkok is a favourite destination among Indian tourists and a small group from India continued to enjoy the city’s attractions though with caution, an Indian national who did not wish to be named said.

The Thai government declared a curfew in Bangkok from 8 pm until 6 am. An announcement signed by Prime Minister Abhisit Vejjajiva and broadcast on TV banned anyone from leaving home during those times without permission from authorities.

The unrest during the past few weeks has been around central Bangkok forcing some big hotels to shut down.

Many school children have stayed back in school to enable them to take their ongoing exams. Most of the embassies have closed operations the past few days as the protesters turned violent battling with government soldiers from their encampment base.

Thai security forces began their operation to clear up the protesters early on Wednesday morning with tanks and foot soldiers moving in smashing through bamboo barricades set up the Red Shirt protesters who want the government to step down and arresting key protest leaders.

The government has blamed former premier and the hero of the protesters, Thaksin Shinawatra, who is currently on a self imposed exile, for the current situation.

Checkpoints have been set up across Bangkok. Analysts say the government has a tough time ahead to pacify the ordinary Thais. Trade in the stock exchange is to be suspended for the rest of the week.

The anti-government protest has impact tourism and the Ministry of Finance says that the damage caused by the protests could be about half a percentage point of the GDP.

Army spokesman said on TV that the troops were in complete control of the protest camp, heralding an end to a six-week standoff that has claimed at least 60 lives and injured thousands of others.

Gun shots and explosions continued to echo as protest leaders were escorted from the camp’s main stage to the police station.

The Red Shirt demonstrators, who want Prime Minister Abhisit Vejjajiva’s government to step down, drew thousands of mainly rural supporters to the encampment.

“Had the monsoons come, most of these demonstrators would have rushed back to their villages,” Ramesh, an Indian national who has lived in the Thai capital for over two decades said. Many don’t know why they were told to come and take part in th protest but subsequently became a vociferous part of it.

“We will continue to fight for democracy; this is not our day,” Nattawut Saikuar, one of several Red Shirt leaders, said at the police station. Red shirt supporters set fire to a city hall inUdon Thani Province in northeast Thailand.

The government remains committed to a new election and measures to bring about reconciliation, Finance Minister Korn Chatikavanij said in an interview with a foreign TV network.

Meanwhile, Thaksin, said on a social networking website that he appreciated the move of the Red Shirts to surrender thereby saving lives.

Thaksin, a 60-year-old self made millionaire, was highly popular among the rural poor through his various schemes especially cheap health care and loans. Many feel the foreign educated suave premier Abhisit, 45, could make a “good diplomat” but not a good leader who could understand the needs of the grassroots.

Thaksin, who was ousted by the Thai army in 2006, fled the country in 2008 before a court sentenced him to two years in prison on corruption charges.

Since 1946, when King Bhumibol Adulyadej took the Thai throne as an 18-year-old, Thailand has seen nine coups and more than 20 prime ministers. The highly revered Thai king has not spoken publicly about the current demonstrations.

Hyderabad: Curfew relaxed for 6 hours in two phases

News4u-News Desk- The indefinite curfew, clamped in 25 police station limits in Hyderabad has been relaxed for six hours in two phases, providing much needed relief to the people reeling under restrictions for the seventh day on Sunday.

Relieved over the return of peace to trouble-torn areas, the Hyderabad Police first relaxed curfew for three hours from 0700 hrs in eight Police Stations of Tappachabutra, Asifnagar, Mangalhat, Kulsumpura, Shahinayathgunj,Habeebnagar, Begumbazar  and Afzalgunj in West-East-Central zones.

Curfew was then relaxed for another three hours from 1000 hrs in 17 Police Station limits in Charminar, Hussainialam, Kamatipura, Bahadhurpura, Kalapathar, Falaknuma, Chatrinaka, Shahalibanda, Moghalpura, Bhavaninagar, Dabeerpura, Mirchowk, Reinbazar, Madannapet, Santhoshnagar, Kanchanbagh and Chandrayangutta, in the communally sensitive South Zone.

Thousands of young and old came rushing from their homes and queued up to buy milk vegetables and groceries. Long queues were also seen in front of medical shops.

City Police Commissioner A K Khan told mediapersons that if the present situation continued, they would consider lifting curfew during daytime on Monday. Police continued heavy deployment of central para-military forces, besides the state forces including the elite OCTOPUS personnel.

Curfew relaxed in Hyderabad

News4u-News Desk-Curfew will be relaxed in the communal violence-hit areas of the city on Saturday as the situation remained incident-free on Friday and prayers at local mosques passed off peacefully.

According to City Police Commissioner A.K. Khan, prohibitory orders will be relaxed from 10 am to 1 pm in all 17 police stations limits in the old city and from 8 am to 10 am in eight areas outside the old city.

“As everything was peaceful today we decided to relax the curfew tomorrow in all 25 police stations where it was imposed. We will gradually increase relaxation if the situation continues to be peaceful,” he said.

There was, however, no relaxation on Friday in curfew, which was lifted for two hours on Thursday, in view of the sensitive nature of the law and order situation.

No untoward incident was reported from any part of the city after religious leaders appealed to the faithful to offer Friday prayers at home on the request of the Police Commissioner.

Police allowed small groups of people to offer prayers at local mosques at some places.

All roads leading to the historic Mecca Masjid were sealed off completely.

Meanwhile, the Greater Hyderabad Municipal Corporation personnel removed all flags and banners of religious nature from city walls and poles.

A man in the old city lost his life as medical treatment was not available to him allegedly due to curfew.

As many as 30 companies of central forces are deployed at all sensitive areas of the city and around 130 people were taken into custody for their alleged involvement in the clashes, police said.

Two persons were killed and over 90 sustained injuries in the clashes that began last Saturday over the issue of putting up religious flags.

The city police initially imposed curfew in 17 police stations of the old city. As violence spread to other areas, curfew was later extended to eight more stations.

TDP president N. Chandrababu Naidu alleged that some political leaders could be behind the communal violence in the city.

“Communal violence in the city could be an attempt to trouble the government. I am not saying this. Some Congress leaders have made these allegations. Leaders of other parties have also said this,” Naidu said.

Congress leaders K. Keshava Rao and J.C. Diwakar Reddy sought an inquiry into the violence.

The BJP has already sought a judicial inquiry into the clashes.

Curfew in Hyderabad till today

News4u-News Desk-Curfew was relaxed for two hours on Thursday in parts of communal violence-hit old city but the govt said there will be no ease in prohibitory orders on Friday even as people complained of prices of essential items skyrocketing.

Apprehending trouble on the occasion of Friday prayers, the Andhra Pradesh government decided not to relax curfew in the city.

“There will be no relaxation of curfew tomorrow. We will make arrangements for the supply of essential items,” state Home Minister P Sabita Reddy told reporters after a review of the law and order situation conducted by Chief Minister K Rosaiah on Thursday.

The city police would put in place tight security measures, including installing CCTV cameras, to trace the trouble-makers.

Police Commissioner A K Khan and other city police officials would hold talks with community leaders and religious personalities to facilitate the Friday prayers in the curfew-imposed localities, Reddy said.

Police would also take the help of peace committees which once existed in various localities, she said.

No untoward incident has been reported from curfew-bound and other areas in the city on Thursday though the curfew was relaxed for two hours in two slots, she said.

Though common people had a relief as curfew was relaxed from 8 am to 10 am in Santoshnagar and Charminar sub-divisions and 11 am to 1 pm in Mirchowk and Faluknuma in the old city, they had to put up with exorbitant prices of essential food items.

“Milk was being sold for Rs 100 a litre. We need milk to feed the children. How can we pay this high price,” a resident complained.

Other essential food items like vegetables and fruits were also sold for abnormally high prices, people alleged.

Though the state government has arranged mobile outlets for selling vegetables and other items, many complained that they did not have access to them.

Reddy said four persons have been taken into custody for allegedly exploiting consumers and promised to take tough action against traders who indulged in malpractices.

There was, however, no let up in eight other police station limits outside the old city areas where curfew was imposed from Tuesday.

In an effort to spread the message of peace, policemen released some pigeons in the old city on Thursday, while a NGO organised a peace walk.

Two persons were killed and about 90 injured since the communal violence rocked the old city of Hyderabad on Saturday last.

Curfew was imposed for an indefinite period on 29th March evening following the clashes which erupted over putting up religious flags on the occasion of Hanuman Jayanti.

Curfew extended till Wednesday in old city areas

News4u-News Desk- Curfew has been extended till on Tuesday morning and patrolling intensified in communal violence-hit areas of the old city where clashes during the last three days left one dead and 80 injured.

The situation was, however, “totally under control” with the deployment of a large number of central security forces, Hyderabad City Police Commissioner A K Khan told reporters.

Curfew was imposed last evening in 17 police station areas of South Zone after fresh violence erupted in Moghalpura, Shalibanda, Charminar, Aliabad, Falaknuma, Shamsheergunj and Lal Darwaja localities.

“We have intensified patrolling in lanes and by-lanes in curfew-affected areas where communal clashes took place during the last three days,” Khan said.

He said though the situation was tense, it was totally under control with the deployment of a large number of security forces including RAF and CRPF.

Replying to a query, he said the decision to relax curfew would be taken on Wednesday after monitoring the situation.

He warned that stern action would be taken against those involved in communal clashes.

Due to curfew, 10th class examinations in 140 centres in South Zone area have been postponed, South Zone DCP Madhusudhan Reddy said.

Osmania University authorities, meanwhile, announced that the degree examination scheduled to be held from tomorrow has been postponed to 7th April.

One person was stabbed to death yesterday and another hurt in the Shalibanda area. Another person was injured when a vehicle was attacked at Khilwat Chowrasta.

About 130 persons, suspected to be involved in the communal clashes, have been taken into custody so far, police added.

The Centre has rushed 1,800 paramilitary personnel to restore peace in the sensitive areas. The entire force has been put on alert to maintain law and order in view of Hanuman Jayanti celebrations on Tuesday.

Curfew relaxed in violence-hit Bareilly

News4u  – News Desk : With no fresh incident of violence reported, curfew was today relaxed in all the five police station areas of the riot-torn city.

“Curfew has been relaxed in five police areas – Prem Nagar, Qila, Baradari, Kotwali and Subhash Nagar – for four hours, from 10 am to 2 pm, this morning and people have been allowed to come out of their houses after 13 days,” official sources said.

The district administration decided to relax the curfew last night after assessing the situation.

However, as a preventive measure the administration has decided not to allow vehicles ply on city roads.”Only pedestrians, cycles and rickshaws have been allowed to move in the city,” they said.

Besides, the administration has directed that only grocery and ration shops would be allowed to open during relaxation in the curfew.

“The administration has allowed medical stores to open in case of emergency,” the sources said.
