Governor, five others dead in Philippine helicopter crash

News4u-News Desk-Six people including a provincial governor were killed when a helicopter crashed on Monday southwest of the Philippine capital, the military, police and the governor’s aides said.

The helicopter carrying Governor Rafael Nantes, two security escorts and a pilot went down in a residential area in Lucena City just moments after taking off, said local police director Chief Inspector Bing Baasis.

All four aboard the aircraft and two people on the ground died were killed when the helicopter crashed into some houses, setting them on fire, said regional military spokesman Colonel Generoso Bolina.

Nantes, governor of Quezon province, was taking the chartered helicopter to a meeting in Manila about 100 kms away when the incident occurred, Rizza Salvana, an aide of the governor, told the news agency.

The cause of the crash was still not known, police said.

The governor’s chief aide, Francis Sevilla said in an interview with the news agency that the helicopter was brand new and that the governor had experienced no problems with it in all his previous flights.

Pillai meets Nagaland Governor, CM

News4u-News Desk-Union Home Secretary G K Pillai on Wednesday discussed the situation in Nagaland with Governor Nikhil Kumar and Chief Minister Neiphiu Rio in the wake of Manipur government opposing NSCN(IM) T Muivah’s visit to his village.

Pillai, on his arrival from Imphal, met the Governor and later held talks with the chief minister and senior officials.

The Home Secretary was accompanied by Naga peace interlocutor R S Pande.
He will meet Muivah at Viswema village on the Nagaland-Manipur border.
On Tuesday, Pillai and Pande met Manipur Chief Minister O Ibobi Singh in Imphal to discuss the situation in the state arising out of an economic blockade imposed by Naga students and Muivah’s attempt to enter Manipur.
The Manipur government has clamped prohibitory orders at the Mao checkgate on the inter-state border and deployed police in strength to prevent Muivah from visiting his native village in the state.

Patil sworn in as Rajasthan Governor

News4u News desk-Punjab Governor Shivraj Patil, who has been given additional charge of Rajasthan following the demise of Prabha Rau, was sworn in on Wednesday in Jaipur.

Rajasthan High Court Chief Justice Jagdish Bhalla administered the oath of office to Patil at a simple function in Raj Bhawan.

Two minutes silence was observed as a mark of respect to late Governor Rau.

The swearing-in ceremony was attended by Rajasthan Chief Minister Ashok Gehlot, cabinet ministers and other senior state bureaucrats.

Prabha Rau had died due to a heart attack in New Delhi on Monday.

Stimulus rollback is in best interest of economy: RBI

News4u-Business Desk-Asserting that the withdrawal of stimulus is in the best interest of the economy in the current scenario of high inflation, the RBI said that it has started unwinding the emergency measures plugged in during the financial crisis.

“The details are not important, but what message you must get is that we have begun in earnest the process of reversing from the expansionary stance,” Reserve Bank of India Governor Duvvuri Subbarao said in his address to the Peterson Institute for International Economics, a Washington-based think tank, on Monday.

“We started unwinding in October 2009. We terminated unconventional measures first, we raised SLR and brought it back to the pre-crisis level, we raised the CRR on the banks by 75 basis points by end of January and another 25 basis points last week. We raised policy rates, once mid-March and again last week by a total of 50 basis points,” said Subbarao.

On whether reversal of monetary stimulus was anti-growth, the he said: “In the near-term, perhaps it could be
anti-growth. There is certainly a sacrifice ratio there, but even in the long-term and the medium-term, sustained inflation is inimical to growth. So we have got to get inflation under control,” he said.

Over the past few days, Subbarao attended the annual Spring Meeting of the World Bank and the International
Monetary Fund, besides those of the Finance Ministers of G-20 and BRIC countries on the sidelines.

Noting that getting into the expansionary stance was relatively simple, the RBI governor said the dilemma is how to calibrate the withdrawal.

“The tolerance for error was relatively more. But as we exit over the crisis, I have realised that you got to be much
more calibrated, because of the implications of what you do and if you get it wrong the implications can be quite big,” he said.

Referring to the RBI outlook released last week, the growth for the year 2010-11 is projected to be eight per cent plus.

“WPI inflation, we believe would be about 5.5 per cent by end of March,” he said.

Subbarao said the Indian banking system had no exposure to tainted assets or stressed institutions and the country’s growth emanates from domestic demand and domestic investment as the exports are less than 15 per cent.

He said India was hit by the global economy crisis because it is now more closely integrated with the rest of the
world and the financial integration is as deep as trade integration.

The RBI governor said growth in India is consolidating; industrial growth is getting broad based and investment
intentions are strong.

Prabha Rau passes away

News4u-News Desk- Rajasthan Governor Prabha Rau on Monday died at the AIIMS in New Delhi after she was admitted to the hospital following a heart attack.

The 75-year-old Ms. Rau was found in an unconscious condition on Monday morning in the bathroom of Jodhpur House in New Delhi and was immediately taken to the hospital, a state government spokesman said.

She died later, he said.

Congress President Sonia Gandhi was among the first to visit the hospital.

Chief Minister Ashok Gehlot has rushed to Delhi from Jaipur after hearing the news.

A former president of the Maharashtra Pradesh Congress Committee, Ms. Rau had earlier served as Himachal Pradesh Governor. She was shifted to Rajasthan in January this year.

Gov returns file on sentence remission

News4u-News Desk-Efforts by Karnataka govt to extend sentence remission to 294 convicts on the basis of their good conduct has met with a hurdle for the third time in the wake of Governor H R Bhardwaj returning the proposal.

“The governor has returned the file sent to him seeking his nod for releasing 294 convicts for the third time”, Minister for Prisons and Horticulture Umesh Katti told reporters in Bangalore.

The government would seek the advise of Advocate General on the issue, before approaching the Governor again, he said, but did not elaborate the reasons cited by Bhardwaj for his refusal to accept the proposal.

The BJP government has been submitting the proposal since 2008 and the Governor has been returning the file seeking information from the government.

Umesh said the government was contemplating to appoint about 300 private security guards at the Bangalore Central Jail located on the city outskirts following the arrest of a woman staff with 800 grams of ganja.

The move to post private security guards was aimed at checking malpractices in the jail, he said.

News4u-News Desk-West Bengal Governor M K Narayanan was given additional charge of Sikkimas its Governor Balmiki Prasad Singh proceeded on leave.

A Rashtrapati Bhawan spokesperson said Narayanan will be looking after Sikkim in Singh’s absence and in addition to his current charge.

Singh proceeded on leave following his wife’s death on Saturday.

Former National Security Advisor, Narayanan was appointed as West Bengal Governor in January this year.

Gov urges Maha Govt to submit compliance reports on directives

News4u-News Desk-Maharashtra Governor K Sankaranarayanan has asked the state government to submit soon the compliance reports on his directives, specially regarding fixation of responsibility for diversion of irrigation funds.

Compliance reports on the directives of 27th May, 2009,regarding fixation of responsibility for diversion of irrigation funds, impact assessment study and time and cost overruns have not been submitted as yet, the Governor said.

The latest directive issued last week by the Governorregarding compliance reports was under Rule 7 of theDevelopment Boards for Vidarbha, Marathwada and the rest ofMaharashtra Order, 1994, for the region-wise distribution ofoutlays in the Annual Plan of FY 2010-11.

“There shall be no diversion of funds from backlog districts to non-backlog districts and from the area of one development board to another without prior approval of the Governor,” the directive dated 19th March said.

“In the earlier directives of March 1, 2007, March 6, 2008 and May 27, 2009, the Governor had expressed anxiety overissues of governance in backward areas and desired that theissues such as delegation of powers, adequacy of staff, flowof funds and logistic support, land availability and coordination between various departments and other issues of governance be addressed on top priority,” it said.

HC decides to hear paternity suit against N D Tiwari

News4u-News Desk-In a setback to former Andhra Pradesh Governor N D Tiwari, the Delhi High Court has dismissed his plea and decided to adjudicate a paternity suit filed by a man claiming him to be his son.

A division bench headed by Justice Vikramjit Sen dismissed the plea of the 84-year-old Congress leader who sought dismissal of the petition on the ground that it was filed 31 years after the petitioner was born.

The court set aside a single bench order which had dismissed the paternity suit filed by Rohit Shekhar, a law graduate, on the ground that it was not maintainable.

The bench directed all the parties to appear before the single judge on April seven when the suit will be heard on merits.

Tiwari had to demit office as Andhra Pradesh Governor in the wake of a sting operation that purportedly showed him in a compromising position with three women.

WB governor for Bharat Ratna to Karan Singh

News4u – News Desk : West Bengal Governor MK Narayanan has favoured a Bharat Ratna for Congress MP Karan Singh.

“If there is one person who can get the country’s highest award of Bharat Ratna, then he is none other than Dr Karan Singh. I hope that the men in power will recognise the value of someone like him and give him the highest honour,” Narayanan, former National Security Advisor, said at a function organised by ICCR last night.

79-year-old Singh, a veteran politician, author and diplomat, was given the Padma Vibhushan in 2005, which is India’s second highest civilian honour.

Describing him, who is also the president of The Indian Council for Cultural Relations (ICCR), as the country’s “spiritual ambassador”, he said, “He has been doing good work and spreading the spiritual message since long.
